John Payne is a seasoned business leader with over 20 years of experience in technology and information management.

Prior to joining JWA, he was the CEO and principal consultant for Pueblo Technology Group, Inc., a management consulting firm that provides services to technology providers and the public-sector transportation industry (bus, light rail and aviation). Clients included Boingo, Deutsche Telekom, Intel, Siemens, Oracle, SITA, YVR, LAX, IND. He spent 10 years in public sector IT as the CIO of San Francisco International Airport where he established and then oversaw front and back office operations.

Prior to staring Pueblo Technology Group, Mr. Payne held senior technology management positions in business and software development for several VC-funded Internet startups, network architecture positions with DHL World Wide Express and Charles Schwab & Company.

John is active in multiple industry forums, has presented to the FCC as an expert witness, is a guest lecturer at the National Defense University’s Information College in Washington, D.C. and the University of California at Berkeley’s Haas School of Business. He participates on the National Academies’ Transportation Research Board and Airport Cooperative Research and the Safe Skies programs as a subject matter expert and panel chair.
